Leonardo David Raymundo- A man who worked on the Microsoft campus has been accused of filming ‘upskirt’ recordings.
According to authorities, around 100 women were targeted by a suspected voyeur who worked on the Microsoft campus in Redmond and used a camera to take images up their skirts and dresses.
“I just think that’s so vulgar,” Beth Sullivan commented. “It’s wrong in so many different ways.”
“What people are doing is terrifying,” Cristine Yerxa stated. “Because it’s a blatant violation of our bodies.”
According to police, Leonard Raymundo, a Microsoft vendor employee, used a small Muvi camera to film women’s skirts and outfits.
“It was about the size of a thumb drive, and he had it on his person the whole time,” Redmond police officer Mike Dowd. “He either had it on his hand, or on his shoes.”
That camera was discovered by a fellow employee last July and turned over to Microsoft investigators.
“Leonardo David Raymundo actually dropped the camera on campus, where he worked,” Dowd explained. “His picture is on some of the videos, where he accidentally included himself along with the women.”
Detectives stated that they discovered 86 movies on the camera, depicting 93 different women. They claim that none of the women were aware that they were being filmed.
“He concentrated on specific areas like elevators and stairwells,” Dowd explained. “Apparently, he scouted.”
According to police, the videotaping has been going on for approximately a year at Microsoft and other public places including the airport.
Jordan Patashnik, who has spent time on the Microsoft campus, said she will be more cautious of her surroundings now.
“I never really thought to say, hey, let me look at your shoe and see if you have a camera on there,” she admitted.
Microsoft declined to comment on whether Raymundo was still working for them.
“We are aware of the incident and are taking appropriate action,” the corporation said in a statement. We do not condone such behaviour, and the matter has been turned over to the authorities.”
Raymundo is now charged with two counts of voyeurism, a felony. He revealed to Microsoft investigators that he browsed voyeurism websites on his work computer, according to court filings. But it’s unclear whether he shared his videos with anyone else or submitted them to those websites.

Leonardo David Raymundo- Voyeurism
The Voyeurism (Offences) Act 2019 is an Act of the Parliament of the United Kingdom that amends the Sexual Offences Act 2003 to make upskirting a specific offence of voyeurism. The Act came into force on 12 April 2019.
Voyeurism can be defined in two ways: as a behaviour and as a sexual disorder. A voyeur is defined as “a person who derives sexual gratification from the covert observation of others while they undress or engage in sexual activities” (Canadian Oxford Dictionary).
The behaviour in this context is concerned with three things: the covert character of the observations, the private and intimate nature of what is witnessed, and sexual enjoyment. Voyeuristic behaviour may entail not only the creation of voyeuristic photographs but also the dissemination of voyeuristic visual representations to others.
Another approach to look at voyeurism is as a symptom of a sexual dysfunction. This sexual illness affects a subset of people who engage in voyeuristic behaviour. The American Psychiatric Association’s Diagnostic and Statistical Manual of Mental Disorders: Fifth Edition.
Voyeurism is the observation of some sort of nudity or sexual activity that is accompanied by sexual excitement. To be recognized as a sexual disorder, or paraphilia, voyeurism must be defined as the act of viewing unsuspecting individuals, usually strangers, who are naked or engaged in sexual activity for the aim of getting sexual excitement.
The voyeur normally avoids making contact with the victim. The perpetrator may masturbate during the act of voyeurism or, more typically, afterwards as a result of what he or she witnessed. Only when this behavioural disorder persists for an extended length of time can professionals identify it as paraphilia:
The diagnostic criteria for voyeurism are: (a), recurrent, intense sexually arousing fantasies, sexual urges, or behaviours involving voyeuristic activity, and (b), the fantasies, sexual urges, or behaviours cause clinically significant distress or impairment in social, occupational, or other important areas of functioning… Many individuals include voyeuristic fantasies or behaviour in a repertoire of sexual fantasies. It is only when these fantasies become a focus for an extended period of time (six months or more) and cause distress or impairment in one’s life that this would be diagnosable as paraphilia.
Voyeurism manifests early in life (the average age is 15), is chronic, and is likely to continue a lifetime unless treated.

How to combat voyeurism (In order to reduce the number of victims)
- Legal loopholes must be justified.
The law of voyeurism is still being developed, and there are significant gaps in it. For starters, the term excludes altered or manipulated images or films of the victim curated by the criminal by transposing the victim’s face from a non-intimate photo to any obscene image or video. This has the same effect on the victim as any other voyeuristic content but does not fall under the ambit of voyeurism. Second, the clause is not gender-neutral and fails to recognize that males can also be victims of voyeurism. Thus, the legislature must close these two loopholes so that perpetrators are held accountable and voyeurism is reduced.
- Public understanding
The most important step in reducing voyeurism is to raise public awareness. The entire public should be informed about voyeurism legislation so that not only the victim understands how to assert her rights, but also the potential perpetrator is aware of the consequences of such profane acts.
- Agency examination on a regular basis
The government can establish authorities that will conduct frequent inspections to look for concealed cameras or other gadgets used for voyeurism.
- Proper regulation of the content being uploaded
Cyber cells can be established that can locate such sites that publish voyeuristic content and action can be taken to remove such videos from cyberspace so that voyeurism is not promoted and the image of the victim is not tarnished.
- Maintaining anonymity
Most victims do not approach the police because they are afraid of the embarrassment they would face if such vulgar photographs were leaked. As a result, the government should adopt certain methods to preserve the victim’s privacy, allowing her to file lawsuits without fear.
- Cases must be resolved as soon as possible.
The courts should ensure that these cases are resolved quickly so that the victim is not harassed for an extended length of time and the culprit is placed behind bars as soon as feasible.
- Women’s Funding Organization
Women’s organizations that work toward women’s empowerment or help raise knowledge should be financed so that women are aware of their rights and opportunities.
- Role of Intermediaries
This regulation is currently ambiguous in terms of the obligation of intermediaries in cases of voyeuristic content and the procedures that the affected person must take to delete such content. The intermediaries should be held accountable so that such content is regularly published and easily removed from the website.
Conclusion
All over the world, voyeurism is growing as a sex crime, and the usage of technology in such activities has aggravated the matter. The cyber-world is growing by the day, and so are the risks of it being abused, because photographs can reach millions of people in seconds, destroying the victim’s reputation.
Victims and their families are left with indelible traumas as a result of voyeurism. As technology has improved, Indian laws should be solid enough to police such crimes against women. The government should take quick measures to eradicate voyeurism so that no more lives are ruined by these sex-crazed maniacs.
