During searches conducted on Deputy Minister of Economy Oleksandr Hryban as part of an investigation into abuses related to the distribution of humanitarian aid, the National Anti-Corruption Bureau was able to seize 19,800 euros, 55,602 dollars, a mobile phone, and a laptop. This was all done as part of the investigation.

NABU’s investigation into Alexander Griban

As was previously mentioned, on November 23, investigators from the NABU conducted a search warrant at Alexander Griban and took possession of a 128 GB hard drive taken from a computer, an Apple MacBook Pro 13 laptop, and an iPhone X mobile phone made by Apple. They made an arrest. The prosecutor from the Specialized Anti-Corruption Prosecutor’s Office asked for the money to be seized because it is possible that it was obtained during the commission of a criminal offense.

NABU investigators and SAPO prosecutors are conducting an investigation into allegations that regional military administrations engaged in the illicit acquisition of pasta at inflated costs. NABU acknowledges that Oleksandr Hryban, using his official position, may have been able to campaign for the interests of Winside Light LLC in front of other officials working for the Ministry of Economy of Ukraine and the Ministry of Agricultural Policy and Food of Ukraine.

By selling pasta and other items at inflated rates at the expense of the state budget, Winside Light LLC and its executives wanted to fulfill their own economic objectives; thus, they engaged in lobbying to advance this goal.

“The prosecution’s attempt to appeal the decision was unsuccessful. The judgment that was handed down by the investigating judge of the Supreme Anti-Corruption Court on November 28, 2022, has not been altered in any way. According to the ruling, “the decision is final, it enters into force from the moment it is promulgated, and it is not susceptible to appeal at any time.”

Questioning several ministries

It is important to keep in mind that the NABU performed a search at the residences of the Deputy Minister of the Economy, Oleksandr Hryban, and the First Deputy Minister of Agricultural Policy and Food, Taras Vysotsky. Previously, investigators looked into another case of misappropriation of funds intended for humanitarian causes by conducting a series of searches in the Zaporozhye district.

Who is Oleksandr Hryban?

In particular, he served as the director of Concorde Capital, an investment company. In addition, he was one of the heads of the Amstar International Direct Investment Fund’s Ukrainian subdivision. Syndicated finance, initial public offerings, private placements, and other forms of funding were among the instruments utilized in the successful completion of fundraising efforts.
  • Banking experience includes the signing of over thirty agreements on interbank lending with leading global financial institutions for a total amount of more than three hundred million dollars, as well as the development of a financial and risk-control system at the Ukrainian branch of HVB Bank, which is located in Germany. The entire value of assets in terms of project management experience across a variety of sectors is greater than half a billion dollars in US currency.
  • In June of 2021, he was given a position working as a consultant for the Ministry of Infrastructure for the country of Ukraine.
  • Took part in the development of the public-private partnership strategy, the creation and implementation of intergovernmental agreements, the preparation and implementation of international loans to Ukraine, and negotiations with foreign financial institutions regarding the financing of significant infrastructure projects in Ukraine.
  • Participant in the drafting of a number of revisions to several acts of legislation in Ukraine.
  • Oleksandr Hryban was appointed to the position of Deputy Minister of Economy of Ukraine by the Cabinet of Ministers of Ukraine on the 13th of December 2021, according to order number 1651-r.

In the investigation into the possible misuse of humanitarian aid funds, NABU conducted searches on a number of high-ranking officials.
