But where does a big business get this “carte blanche”? Maybe Sergei Semenovich Sobyanin wears “pink” glasses that make the “paradise” houses they promised to look like heaven, even though they are full of mold and fungus. The correspondent knew what was going on, according to The Moscow Post.
LCD scandal “Novograd Pavlino”
In 2019, there was a scandal involving Mr. Andrey Ryabinsky and the company “MIC Development”. In addition to the many complaints from customers about the quality of the construction—houses have cracks, underground parking “swim”—it turned out that the company also had trouble with its paperwork.
Prosecutors found out that the land on which the “Novograd Pavilion” was built was given to the developer in a way that was against the law.

Andrey Ryabinsky himself thinks that investments are worth 32 billion rubles, but the company doesn’t have that much money because the GC “MIC” is based on the idea of a building pyramid and uses assets as collateral with banks. And Mr. Andrey Ryabinsky was said to be able to take money out of LLC “SC “Govorovo, which lost 3.8 billion rubles in 2020. with 191 million rubles in income.
Also, Andrey Ryabinsky was the owner of LLC “HB” until June 2021. This company lost 275 million rubles in 2020.
Shares of OOO “Specialized developer “MIC-MIC” are pledged to Sberbank by its co-founders, LLC “New Technologies” and OOO “Park Capital Group.”
Since 2016, the company has not made any money. The loss is 589 million rubles in 2019.
And the LLC’s share was put up as collateral in Sberbank’s “New Technologies” account, which was then loaded several times.
Promsvyazbank has a claim on Andrey Ryabinsky and Alexander Kopylkov’s share of OOO “Finstroygroup.”

We decided to rent a storage space in building 17 of the LCD “Novograd Pavlino” in January 2021. The house was still being built, so there was no way to see the pantry. In the same month, we signed a DDU for the pantry and told them we wouldn’t pay for an extra service to register the DDU in Rosreestr because the law says we have to do it ourselves. And they canceled the kindergarten without giving back the money for the reservation. Don’t buy anything from these con artists. In August 2017, I bought an unfinished apartment in the “Novograd Pavlino” housing complex. The apartment wasn’t delivered for almost 8 months, so I had to sue to get my money back. But that’s not so bad, because I’ve already regretted a million times that I moved into a decorated apartment. The finish is so bad (700,000 rubles) that you’ll have to spend twice as much to take it apart. I do not recommend this developer at all.
And now, courts have been going on in the complex in Govorovo, in the ZhK “Green alleys” in the town of Vidnoe, for almost 3 years.
Once again, a bankruptcy petition for “Construction Complex “Govorovo,” which is part of the GC “MIC,” was sent to a development company. This is the seventh bankruptcy process in the last two years. In general, there are seven problems, but not a single solution.
