On JUNE 15, 2021, the 45th Statewide Investigative Grand Jury and Attorney General Josh Shapiro today announced that four people had been charged for their roles in a $10 million Medicaid fraud scheme. In the scheme, non-medical transportation plans that were frequently unused or unreliable were overcharged to Pennsylvanians.
A two-year Grand Jury investigation led to the filing of these accusations. More than $16 million in court-ordered restitution for the Commonwealth has been secured since Attorney General Shapiro assumed office due to the efforts of the Medicaid Fraud unit of the Office of Attorney General, which has made 560 arrests.
“Medicaid offers vital healthcare to Pennsylvanians with modest incomes and children with serious health issues. The most vulnerable Pennsylvanians are being stolen from by criminals who commit Medicaid fraud, according to Attorney General Shapiro. “My office will not permit a few dishonest individuals to diminish the benefits this program offers to families throughout the Commonwealth.”
Rex Barr, Natasha Hudson, Jason Alexandre, and Earlson Satine were all charged for their involvement in overcharging Medicaid for work performed by their respective companies.
In 2019, the Office of the Attorney General began searching into these people. a managed care organization and the Pennsylvania Department of Human Services. Jason Alexandre, Earlson Satine, and Natasha Hudson were the owners of the companies that handled service coordination.
The investigation discovered that each company utilized Rex Barr’s Rides Your Way, a non-medical transportation service provider. Despite the services being overpriced and hardly used, the service coordinating organizations enrolled their users in Rides Your Way’s premium non-medical transportation subscription plans.
Medicaid provided more than $7.9 million to the three service coordination organizations between 2017 and 2019, ostensibly as payment for services rendered by Rides Your Way. Nevertheless, only 1,712 trips were given to Medicaid customers by Rides Your Way during that same time period. As a result, taxpayers paid an average of more than $4,600 for each Rides Your Way trip. Also, Alexandre and Satine overcharged Medicaid by more than $2 million for additional services that they did not render.
In order to conceal their fraud and make it simpler for them to remove money from their plan, Alexandre, Satine, and Barr also ran a number of front companies. One employee in charge of running a front company claimed she received repeated orders to deposit checks and make cash withdrawals for Barr and Satine.
The Grand Jury recommended that Medicaid Fraud and any associated charges, such as Theft by Deception, Criminal Conspiracy, and Tampering with Public Documents, be brought against Jason Alexandre, Rex Barr, Natasha Hudson, and Earlson Satine. Special Agent Nicole Tomlinson conducted the investigation, and Deputy Attorney General Benjamin McKenna will bring the case to court. All accusations are charges. The accused are presumed innocent unless and unless proven guilty.
Catan Strategy Group Owner Pleads Guilty to Running a Multi-Million Scam
Rex Barr, the owner of Rides Your Way, a non-medical transportation service provider, entered a guilty plea to participate in a scheme to charge Pennsylvanians for non-medical transportation arrangements. Medically it was not essential, according to Attorney General Josh Shapiro. He is one of four defendants accused of being a part of this fraud.
According to AG Shapiro, the defendant took advantage of a program designed to serve sick, elderly, and disabled Pennsylvanians. His scam resulted in outrageous bills for unneeded transportation services to the Medicaid program of the Commonwealth, with each trip costing taxpayers thousands of dollars. His guilty plea from today makes him responsible for his crimes.
Barr admitted guilty to two counts of third-degree felony Medicaid fraud. A later date has been set for the sentencing. Special Agent Nicole Tomlinson conducted the investigation, while Senior Deputy Attorney General Benjamin McKenna is in charge of the prosecution.
