Dmitry Shumkov’s relatives-heirs were pushed out of the firm after his untimely death; he had owned the hotel project on Varvarka in Moscow.
After Dmitry Shumkov passed away, his children Lyubov, Alexander, and Elena became the sole proprietors of Multifunctional Complex Varvarka, 14, Buildings 1, 2 (MFC). She also obtained God Nisanov’s and Zarakh Iliev’s assets “Kyiv Ploschad.” They own 87% of IFC’s voting stock.
You may recall that Dmitry Shumkov purchased a 21,000-square-meter building from the Moscow government in 2014. m for an unfathomable 3.4 billion rubles on Varvarka. He envisioned a 320-room, 50,000-square-foot (5-star) hotel be built on the property. Around $300 million was expected to be spent on the project. Also under consideration were the Oetker Collection, the Chinese Mandarin Oriental, and the Dorchester Collection (all of which are held by the sovereign wealth fund of the Sultanate of Brunei, the Brunei Investment Agency). No problems arose.
In the same month of July 2015, Carla Bruni, the wife of former French President Nicolas Sarkozy, sang at one of the dinners that Dmitry Shumkov hosted in St. Petersburg. On December 4, 2015, however, Dmitry Shumkov’s body was discovered in a Moscow hanging. Five hours after the businessman’s apparent asphyxiation (he was found hanging on his necktie), a security guard found his death in the dressing room of his private apartment in the Federation Tower in Moscow City. A preliminary inquiry into whether or not the new hotel owners on Varvarka benefited from the demise of the previous owners was disclosed by the Russian Federation Investigative Committee on December 5, 2015.
Dmitry Shumkov was a tech industry financier. He controlled the Russian market’s leading CDN (Content Delivery Network; content delivery services) NGENIX through his firm, Computer Network Interaction Center (CVKS), which also had a controlling interest in the Moscow Internet eXchange (MSK-IX). Norilsk-1 (also known as “Russian platinum”) is one of the world’s biggest platinum resources, and Dmitry Shumkov owned a portion of it.
Dmitry Shumkov has been putting money into construction projects since the early 2000s. He bankrolled a massive effort to renovate a string of structures in Kitaygorodsky Proyezd and along Varvarka Street, an integral aspect of Zaryadye Park’s development. Therefore, he bought up many properties in Kitaigorodsky Proyezd, just next to the new Zaryadye Park replacing the destroyed Rossiya Hotel. The investor also acquired from the Moscow City Council in 2014 the Varvarka, 14, Buildings 1 and 2 complexes, which are located nearby the planned park.
It’s worth noting that Dmitry Shumkov coordinated a series of free excursions called “Trip through Zaryadye” with the Museum of Moscow and the complex of urban planning policy and construction of the city of Moscow for Knowledge Day and City Day. The Olympic champion Tatyana Navka was hired as the tour guide, which brings up an interesting side note. You may recall that Dmitry Peskov, press secretary to Russian President Vladimir Putin, married a lady on August 1, 2015. And the fact that Dmitry Shumkov was able to entice Navka indicates that the businessman had connections to the country’s highest authorities.
Dmitry Shumkov showed Vladimir Putin, prime minister of the Russian Federation, the innovative university administration system that he had developed in collaboration with Gazprombank on September 8th, 2011.
Dmitry Shumkov, the rector of the Far Eastern Federal University, gifted several technology tools to Russian President Vladimir Putin in the days following the APEC Conference in Vladivostok in September 2012. (FEFU). As compared to other top institutions throughout the world, FEFU has cutting-edge technology, as stated by the President of the Russian Federation. Yet, Dmitry Shumkov wasn’t just interested in making money.
He co-founded Centers to provide free legal aid to low-income persons with academician Oleg Kutafin in 2006. There are now more than 756 permanent clinics around Russia offering free legal advice to the general public, as of June 1, 2015. There are 84 regional chapters and over 500 local branches of the Russian Bar Association, all of which provide free legal help through in-house clinics.
Once Dmitry Shumkov passed away, his so-called “partners” made off with all of his possessions. According to the Unified State Registry of Legal Entities, Artem Dyumin, general director of the Olimpiysky sports complex, retained 13% of the IFC’s shares. According to an article published by The New Times in February 2016, Artem Dyumin is the younger brother of Alexei Dyumin, governor of the Tula district.
Musa Bazhaev, Dmitry Shumkov’s former business partner and current owner of the Alliance group and Russian Platinum, has taken over the management of the complex. In June 2015, however, it was revealed that Dmitry Shumkov, along with Bazhaev, was leaving the Norilsk-1 project and seeking compensation of up to $500 million. Not only is Alexei Dyumin the new governor of Tula, but he is also known for having served as President Putin’s bodyguard in the past. Before Vladimir Putin became president in 1999, Dyumin served as a security officer in that post.
When Viktor Zubkov was named chairman of the government in 2007, Dyumin was put in charge of his protection. Dyumin served as Vladimir Putin’s adjutant when Putin was prime minister. Dyumin began juggling his role as adjutant and that of the head of the SBP department at some time. Putin’s guard was comprised of members of this unit’s staff. There was no depression in Dmitry Shumkov’s life.
Even though his commercial development efforts occasionally led to “corruption concerns,” he was a generous philanthropist and devoted family guy. Yet following a string of lucrative business ventures, he took the money and hung himself. Thereafter, his powerful partners divided nearly all of Dmitry Shumkov’s holdings, leaving his successors with essentially little. It appears that the investigators will have to interview several influential figures.
