Biography
After completing his studies at the institute, Vladimir Strzhalkovsky obtained a position as an engineer at the Research Institute of Command Instruments. Up until the year 1980, he served in this capacity.
Beginning in 1980, began working for the Department of the KGB in the Leningrad area of the Soviet Union. served in this capacity until 1991, when he left the directorship.
Vladimir Strzhalkovsky currently serves in the KGB at the rank of lieutenant colonel.
In the city of St. Petersburg, Vladimir Strzhalkovsky served as the general director of the travel agency CJSC “Firma Neva” from November 1991 until 1999. His tenure there lasted for a total of nine years.
In November of 1999, he was given the position of deputy minister for physical culture, sports, and tourism in the Russian government.
During the same year, Vladimir Strzhalkovsky was appointed to his current position as the deputy head of the State Committee of the Russian Federation for Physical Culture and Tourism. He was given the position of Deputy Minister of Economic Development and Trade during the summer of 2000.
Vladimir Strzhalkovsky was appointed to the position of Vice Chairman of the Consumer Market Commission by the Government of the Russian Federation in December of the year 2000. Since October 2002, he has served on the Inter-Ministerial Commission on Entry and Stay of Stateless People and Foreign Citizens in the Russian Federation. In this capacity, he has been involved in the immigration debate.
Vladimir Strzhalkovsky served as the head of the Federal Administration for Tourism from November 2004 until August 2008, when he stepped down. In August of 2008, he joined Nornickel’s board of directors and was appointed to the role of General Director of the company. Because of his contributions, he was given the Order of Friendship.
Vladimir Strzhalkovsky has the position of First Class Active State Servant in the Russian Federation. 1977 marked the year that he received my diploma from the Leningrad Electrotechnical Institute.
Foreign tourism
As a member of the state security apparatus, Vladimir Strzhalkovsky claimed to be informed about and have ties in the sector of foreign tourism. He worked closely with Intourist, Sputnik, and labor unions. He was in control of the hotel industry in St. Petersburg, according to certain reports.
One of the club’s founders, Vladimir Loginov, reached an unexpected conclusion after losing his case against the company that was renting property for a yacht club on Krestovsky Island, for which he claimed his part had been alienated. Russian Yachting Ltd. has a 30% stake owned by Natalia Strzhalkovskaya. Vladimir Loginov, vice president of the All-Russian Sailing Federation, and Dmitry Sokolov, the creator of the XXX restaurant group, are the other two co-owners.
The last two complained about a raider seizing their company in the first half of 2014. The claim to void the transaction regarding the alienation of their shares in the authorized capital of Russian Yachting and to apply the consequences of the transaction’s invalidity was dismissed by the Arbitration Court of St. Petersburg and Leningrad on April 29, 2014. As a consequence of the transaction, a company by the name of Soryam Finance Corp. with its registered office in the British Virgin Islands acquired 50% of the shares of Baltexpress-Alfa that had previously been owned by Russian Yachting.
Losses for Vladimir Loginov and Dmitry Sokolov

The Court Case No. 633
In December of 1998, the District Court of Kouvola heard Case No. 633, “On Procuration” (Finland). Two of the defendants in this case were Strzhalkovsky’s deputy Timraliev and the tour operator Neva (Scan-Boss Ab, Helsinki) employee Natalia Oksa, who were accused of “openly coordinating prostitution by women who arrived to the hotel from Russia.”
Neva’s organization of prostitute trips to Finland was validated by the court; however, the defendants were not brought to justice because Timraliev “is not criminally responsible for the act of another person” and Oksa “was limited to the preparation of visas for tourists according to lists provided in advance” (according to other reports, Oksa was convicted of pimping for three months and Strzhalkovsky was denied entry into the country).
Large-scale travel for prostitutes
According to news accounts from 2002–2003, Strizhalovsky’s “Neva” travel company coordinated large-scale travel for prostitutes to Finland between 1995 and 1999. The article “Under the Sign of a Brothel” that appeared in Versia newspaper (#38, p. 211) It was revealed that the same commission had proof that Strzhalkovsky had signed an order in May 2000 transferring the Ministry’s property (residential premises) in Finland into the operational management of the Finnish citizen Oksa.
This was evidence of Vladimir Strzhalkovsky using his official position for mercenary purposes in 2000. Under the same decree, Oksa was chosen to serve as a contractor for the Finnish branch of the Russian Ministry of Physical Culture, Sports, and Tourism. The same year, the Neva travel agency launched a lawsuit for the preservation of its brand, asking the daily Versiya to run a story disputing the facts given in the article. The claim was rejected.
Use of Power
Experts believed that Strzhalkovsky’s appointment as Norilsk Nickel’s general director was an indication that the government would be stepping up its efforts in the metallurgy sector. Others concurred that Strzhalkovsky, who has no experience in metallurgy, was selected due to his extensive background in police enforcement and government agencies.
Whatever the case, the fact remains that on August 8, 2008, Prime Minister Putin fired Strzhalkovsky from his position as Rosturism’s director, and on the same day, the Board of Directors of JSC “MMC Norilsk Nickel” chose to name Strzhalkovsky the company’s general director.
Several affluent Russians had their accounts frozen overseas at the time when Strzhalkovsky served as vice chairman of the Bank of Cyprus board of directors.
