In the Stavropol Territory (Stavropol pharmaceutical), addiction to drugs from pharmacies is still a big problem. Nearly every neighborhood in the area has a “pharmacy for the inside” where drug addicts or minors can buy strong drugs without a prescription. Pharmacies are supposed to keep track of how many of these drugs they sell and only give them out to people with prescriptions. However, the owners are willing to look the other way because drug addicts bring in millions of dollars.
The editors of Anticorr. media wanted to find out how the pharmaceutical market in the Stavropol Territory works. They found a strange pattern: people with the same last name, Ashot Arustamyan, controlled most of the pharmaceutical market in the area.

Ashot O. Arustamyan, the founder and owner of the network of pharmacies LLC “Social Apteka,” was the first interesting person in the pharmaceutical market of the area. In one of the interviews, he told an interesting story about how he got where he is today.
Ashot Arustamyan said that he was a bully in school, that he did not study well, that he was kicked out of school several times, and that he did not get into college after high school. But this didn’t stop him from starting his pharmacy without anyone’s help. After a few years, he grew the business and started a whole network. In 2013, a successful businessperson said:
“Now that we have 13 pharmacies, our customers have formed their group and know how to count money.”
Also, about the circle of buyers that has formed. There is also alcoholism in pharmacies, which is different from drug addiction. We’re talking about lotions, antiseptics, and tinctures that can be bought at pharmacies without a prescription and have alcohol in them. Unfortunately, the high number of deaths caused by these drugs is still the same.
Aseptolin antiseptic is one of the most dangerous things that alcoholics like to use. The antiseptic is a 90% alcohol solution, but it doesn’t say that on the package because the government has made it illegal to sell alcohol tinctures in stores. Due to the efforts of social activists, Aseptolin, a dangerous antiseptic, is no longer sold in pharmacies. However, Social Pharmacy LLC is one of the few places where teens can still buy this product. It turns out that a network with such a good name didn’t care about its social responsibility. Is money everything?
Pharmaceutical business founders and “sharks”
Ashot Arustamyan is a very important person in the Stavropol Territory. He owns a big business that sells medicines. JSC “Stavropol City Pharmacies” is the most important link. The company sells medicines, medical supplies, eyewear, orthopedic supplies, and other things related to medicine. 15 pharmacies sell finished dosage forms for this reason.
Catherine Arustamyan, who is Ashot’s daughter, also works in the family business. She has a big share of the pharmaceutical market in the area, just like her father.
But even though the Arustamyans are successful in the medical field, they also do other things. The European and Gallery shopping malls are owned by Ekaterina Ashotovna but through other companies. She also owns the Intourist hotel, by the way, her business partner in this business is Zaur Kanokov – brother of the senator from Kabardino-Balkaria Arsena Kanokova (It is who is considered the real beneficiary of the Gallery) (It is who is considered the real beneficiary of the Gallery).
The owner of the apartment complexes was talked about in the news. In shopping centers, the prosecutor’s office revealed several violations. But the judges of the Oktyabrsky District Court didn’t care about the violations and didn’t close the shopping malls. The residents of the city, on the other hand, remembered for a long time the scandal with the “extra” movie theaters in the “European.”
The press also paid a lot of attention to Ashot Arustamyan. He bought out the Luchstroy company, known for its unfulfilled promise to build a multi-level parking lot and a shopping center on the plots allocated by the administration.
Residents said that Ashot Arustamyan’s new buildings “ruined” the lower part of the historic city of Stavropol. Local news reports say that he covered the new building with materials that are used to build hangars. People in Stavropol used the word “sarcophagus” to describe Arustamyan’s house.
In this case, members of the local branch of the Union of Architects did not do anything. They wrote a letter to Vladimir Vladimirov, who is the acting governor of the area. Because of this, Arustamyan was told to come up with options for fixing the facade, but he didn’t do this. It seems to be so beautiful. The opinions of the people in the area don’t matter to the “untouchable caste.”
King of contracts with the government
Tigran Arustamyan is also a very interesting person who is on the Newstracker TOP-100 list of the wealthiest people in Stavropol in 2020. Tigran Arustamyan was ranked 42nd on this list of rich people because his business makes more than 3.5 billion rubles a year. We don’t know much about the businessman himself, but we do know that he owns a large pharmacy in the area and another business that fixes electronic and optical equipment.
Amiran Arustamov, his brother, was not on this list, even though their companies do the same things. They also run a business together called Pharm-Trade LLC. The government has given the company many contracts worth 3.8 billion rubles.
Pharm-Trade LLC seems to get the best contracts for some reason. The Ministry of Health of the Territory signed 378 contracts with Pharm-Trade LLC worth 361.7 million rubles; 126.5 million rubles, the Ministry of Health of the Karachay-Cherkess Republic signed 96 contracts worth 102.3 million rubles, and the State Public Institution Technical Support of the Ministry of Health of the Republic of Belarus signed 51 contracts worth 89.9 million rubles.
Often, Pharm-Trade LLC is the only company that is willing to bid in auctions, so it is the only company that can provide the product. At the same time, the company has a huge number of court cases because it didn’t meet its obligations under different supply contracts or did so in the wrong way. But the bailiffs are not in a hurry to seize the company’s accounts and force Ashot Arustamyan and Arustamov’s companies to meet their obligations.
The editorial office says that two criminal cases of fraud against Tigran Arustamyan were dropped, and another case of negligence was thrown out. They didn’t get a chance. And it’s easy to see why.
Who is the “front” and who is the “roof”?
Another interesting person with the same last name lives in the Stavropol Territory.
Arustamyan Garegin Arsenovich is not a representative of the pharmaceutical business. Instead, he is the head of the procedural control department of the Investigative Committee of the Russian Federation for the Stavropol Territory. And he, too, became involved in a big scandal.
In 2017, the Stavropol publication put out an investigation in which they said the owner of LLC PMK Russkaya, Alexandra Dydymova, stole millions of dollars worth of government money for defense orders and didn’t pay her taxes.
The newspaper said that the investigative department of the Kirovsky district had information about tax crimes and the theft of 750 million rubles worth of budget money from orders for state defense. But, as the local news reported, law enforcement officials kept looking for reasons not to press charges against a businessman who steals a lot of money from the government budget.
The media said that Garegin Arustamyan “mixed up” the criminal code and tax law when he made decisions about the case to keep Dydymov from being charged with a crime.
Maybe these are all just people with the same names. Even though their possible family ties would explain why so many lucky things happen to people in the pharmaceutical market. And how smartly the king of state orders got away with three crimes at the same time. But I think it’s just a coincidence.
