As the Cheka-Telegram OGPU’s channel and Rucriminal.info found out, the Russian Emergencies Ministry is in the middle of another serious scandal.

The Ministry of Emergency Situations is tasked with restoring order

After the facts of total corruption and large-scale fires were made public in 2019, Zinicheva E.N. was named Minister of the Ministry of Emergency Situations of Russia to bring order back to the department. Zinichev E.N. first set up the Main Directorate of Internal Security in the Ministry of Emergency Situations of Russia.

He set up anti-corruption departments in several regional central offices to avoid putting pressure on police officers who work “on the ground” in the Russian Federation’s regions. Zinichev E.N. chose Tsekhanova S.V. as an FSB officer on loan and Shamraya A.P. as his first deputy. According to what we know, Tsekhanova S.V. and Shamray A.P. will be fired from their jobs in the Russian Ministry of Emergencies and sent back to the FSB of the Russian Federation at the end of 2022.

According to our sources, Lieutenant Colonel Laricheva A. Yu was promoted to head specialist in the anti-corruption department of the quick reaction department of the EMERCOM of Russia for the Volga Federal District of the Chief Directorate of the Nizhny Novgorod Region internal service. This position deals with issues related to combating corruption in the Leningrad region and Murino village.

From the end of December 2018 to the end of September 2019, the Russian Emergency Ministry’s GUSB gives A.Yu. Laricheva the job of keeping an eye on corruption issues in St. Petersburg and the Leningrad region and planning events with law enforcement agencies to stop corruption in the EMERCOM of Russia.

In this way, Larichev A.Yu., who was honest and hardworking, did his job and told S.V. about large-scale corruption schemes that were mostly run by Deineka E.G. (Head of the Main Directorate of the Ministry of Emergency Situations of Russia for the Leningrad Region) and his group, as well as all-Russian corruption schemes that were also in place in St. Petersburg and the Leningrad Region.

A plethora of corruption schemes

Shamray A.P. and Gubanov R.V. set A.Y. Laricheva “ambitious duties” until December 2019, Rucriminal.info said. He’s reporting corruption schemes. Towards the end of 2019, Larichev A. Yu’s awareness worried them, and they radically adjusted their speech. Following many criminal reports, they threatened Larichev A.Yu. with a reduced rank or removal.

In 2019 and 2020, Larichev A.Yu. stated that Nikolaev A.I. “protects” (generally supports) local groups like Eliseeva A.N. (Acting Chief of the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Karelia) and Deineki E.G., hiding corruption evidence from me. In December 2019, Larichev A.Yu. asked the Chief Directorate of the State Security Service of the Ministry of Emergency Situations of Russia to resign. Gubanov R.V. and Babushkin I.P., who still work in the Main Directorate of the Russian Ministry of Emergencies, offered Larichev A.Yu. a transfer to the Tver region at the training camp in February 2020.

A.I. Nikolaev, who heads the Russian Emergencies Ministry’s St. Petersburg and Leningrad Area departments, worked on Larichev A.Yu through the FSB in 2019. To merge Deineka E.G. information received on him and his people from the Main Directorate of the State Security Service of the Ministry (after a call at the beginning of December 2019 for a failed recruitment in the FSB building in St. Petersburg and the Leningrad Region near the front door on 4 Liteiny Ave.), from convictions to be inactive in fighting corruption, and not to report them to the Main Directorate of the Emergencies Ministry of Russia.

“No one wants to hire you, and we know everything,” Nikolaev A.I. informed Deineka E.G. and his crew, who should not work with them.

The Main Directorate of the Main Directorate of the Ministry of Emergency Situations of Russia began to demand in February 2020 that Gubanov RV and Babushkin IP personally transport Larichev A.Yu to the Tver area at the training camp.

When Larichev A.Yu. refused, Gubanov R.V. threatened to treat him differently and began making plans for a surgery to remove the problematic gusbshnik. It is important to note that at the beginning of December 2019, Larichev A.Yu. told Nikolaev’s immediate boss, Krasotkin A.G., about everything Nikolaev A.I. had done, but Krasotkin A.G. was not doing anything.

Corruption-fighting measures

Larichev A.Yu was informed by sources in March-April 2020, Rucriminal.info claims, that they removed that with the GUSB of the Russian EMERCOM and the local FSB for the city of St. Petersburg and the Leningrad Region on the order of the corrupt official Deineka E.G.

The issue was resolved at Deineka, but as a result, they began to remove it simultaneously: through the GUSB of the EMERCOM of Russia, by and large, nothing is new: an honest official who fights corruption will be demoted, fired, and a criminal case will be made against him.

The end result is that Larichev A. Yu’s corruption in Russia’s Ministry of Emergency Situations units in St. Petersburg and the Leningrad Region, which he used to control, is still going strong due to information from his reports that was not realized. Ayu Larichev no longer attempts to stop it, but rather goes around the courts himself, battling for his genuine name. Despite its absurdity, this is the reality.

In April 2020, Larichev was informed that A.I. Nikolaev had threatened and provoked him multiple times. He asked for permission to meet personally in Moscow with the head of Russia’s Main Directorate of the Emergencies Ministry, the head of the Internal Security Service of the FSB, and, if necessary, the Minister of Russia’s Emergencies Ministry and Director of the FSB.

In any case, the authority of the Primary Directorate denied Larichev A.Yu. was prevented from leaving the garrison and traveling to Moscow (St. Petersburg and the Leningrad region). Also, for A.Y. Larichev, the joint forces were planning the “reduction” and “criminal case” operations. Larichev A. Yew was not permitted by Uspensky A. A. to depart for his subsequent vacation, which was scheduled for April 2020. This was done to prevent them from disrupting the operations.
