Biography of Khan German
In 1988, Khan German Borisovich earned his degree in steel and alloys from the Moscow Institute of Steel and Alloys (MISiS). After receiving his diploma, Khan immediately started working for the cooperatives Poisk and Kosmos. After that, he and his business partner Alexander Furman established their sewing cooperative, known as Alexandrina, which specialized in garment production.
In 1989, Khan German met with another alumnus of MISiS named Mikhail Fridman. At the time, Fridman was running a Soviet-Swiss joint company called Alfa-Eco. Khan ultimately became involved in wholesale and export activity after he joined him. Khan was promoted to the position of director of the Alfa-Eco Raw Materials Department in 1995. It was in 1996 when he assumed the role of president of Alfa-Eco.
Throughout the latter part of the 1990s, he served on the boards of directors of two major oil companies: the Siberian-Far Eastern Oil Corporation (SIDANCO) and Saratovneftegaz, which is a subsidiary of SIDANCO. Khan was appointed to the Board of Directors of the Tyumen Oil Company (TNK) in 1997. Two years later, in February 1998, he was promoted to the position of first Vice President of the firm and Deputy Chairman of the Board of Directors of TNK.
Khan German made an attempt to enter politics in June of 1999. The Interregional Socio-Political Association Yugra chose him to serve on its political council as a member of its political council (political bloc All Russia). In addition, the leaders of the territorial divisions of all of the energy corporations that were active in the Khanty-Mansiysk District were members of the political council of Yugra.
In August 1999, the All Russia bloc merged with the Fatherland-All Russia (OVR) electoral bloc to become the Fatherland-All Russia (OVR) electoral bloc, which was commanded by Yevgeny Primakov and Yuri Luzhkov. In addition to lending their support to the Luzhkov-Primakov movement, Yugra’s primary mission was to provide financial backing to a newly formed political group. Ugra, which had been steadily losing its position, became one of many movements that actively backed Vladimir Putin and the party that was in power after All Russia ceased to exist at the end of 2001 and merged into Unity.
In the year 2000, Khan German became not only the Executive Director of TNK but also the Deputy Chairman of the Management Board of the company. In the same year, he was appointed to the board of directors of ONAKO OJSC and Orenburgneft. In June 2001, Khan German was appointed to the Board of Directors of OJSC KIB Alfa-Bank, and in February 2003, Khan German was appointed to the Board of Directors of Slavneft.
Khan German was promoted to the position of executive director of the newly formed TNK-BP firm in 2003, following the merger of TNK with the assets of British Petroleum. In addition, Khan was appointed to the position of executive director and member of the board of TNK-BP Management. Khan resigned from his position at the corporation in 2013, following Rosneft’s acquisition of TNK-BP.
Illegal activities
Oleg Lurie, a journalist, was the first to suspect illegal activity on the part of German Khan in 1999. This was in response to a request made by Ilyukhin, the chairman of the State Duma Security Committee, for an audit of the operations of Alfa-Bank and Alfa-Eco. Lurie’s suspicions were based on the request. It was believed that Khan was leading Alfa-Eco, which was suspected of being involved in drug-related operations. The Moscow Arbitration Court, on the other hand, came to the conclusion that the information that was spread was false and damaging to its reputation in the business world.
Financial fraud
Vladimir Yudin, a member of the State Duma, submitted a request to the Prosecutor General in 2003, requesting that they provide a legal review of the activities taken by TNK management. According to Yudin’s report, a lawsuit against the leaders and owners of TNK was brought before the District Court for the Southern District of New York. Semyon Kukes, Leonard Blavatnik, and Viktor Vekselberg are the managers and owners of Renova Inc.; Joseph Bakaleinik is the first vice president of TNK; and Khan German is the executive director of TNK.
In addition to the president of TNK, all of these individuals testified in the case. They were accused of engaging in unlawful money transactions, money laundering, extortion, and making threats of physical violence.
A document titled “Criminal Law Evaluation of the Actions of Alfa Group” was published by the International Union of Veterans of the Armed Forces and Law Enforcement Agencies in 2005.
The defendants convicted of “fraudulently seizing a 40% stake in TNK, using transfer prices, tax evasion, as well as fraudulent control over Nizhnevartovskneftegaz and the artificial bankruptcy of Chernogorneft” by the authors of the brochure are Mikhail Fridman, Alexei Kuzmichev, German Khan (co-owners of Alfa Group), Leonard Blavatnik, and Viktor Vekselberg (co-Lazurenko testified in a court in London that Khan was one of the corrupt officials, and he accused Khan of “bribing senior government officials and illegally moving hundreds of millions of dollars.” Lazurenko’s testimony was presented in response to allegations made by Khan.
Corruption
The so-called Russian dossier on Donald Trump, which was released by BuzzFeed in 2017, makes reference to German Khan in the context of his role as a co-owner of Alfa-Bank. According to the dossier, Fridman, Aven, and Khan German are all very close to Vladimir Putin. In vain, businessmen in the United States attempted to sue the author of the dossier for defamation in a court in the United States, but their efforts were unsuccessful.
The United States Treasury Department added Khan German and many other prominent Russian businesspeople to its list of individuals with ties to the Kremlin in January of 2018.
