Since 1991, Gusev Pavel has served as the Chairman of the Board of Directors for the Union of Journalists of Moscow. In 1992, he was appointed to a ministerial position in the government of Moscow, where he oversaw the department responsible for press and information. As well as being the head of the Media Commission, Gusev Pavel is a member of the Public Chamber of the Russian Federation. Participated in the activities of the Presidential Council for the Development of Civil Society and Human Rights. Since 2013, he has held the position of Chairman of the Public Council under the Ministry of Defense of the Russian Federation.
Biography of Gusev Pavel
Gusev Pavel was born in Moscow on April 4, 1949, under the name Gusev Pavel Nikolaevich. After receiving his diploma from the Moscow Geological Prospecting Institute in 1971, he went on to serve as a junior researcher at the institute until 1974. He received his diploma from the Moscow Polytechnic Institute in 1975.
Gusev Pavel received a degree in literary work from the Gorky Literary Institute in 1986, despite the fact that he was not physically present for his graduation. Since 1975, he has served as the secretary of the district committee of the Moscow Komsomol for the Krasnopresnensky neighborhood. In 1980, he was given the responsibility of running the International Department of the Komsomol Central Committee and was given the title of Responsible Organizer. In 1983, he was promoted to the position of editor-in-chief of the daily Moskovsky Komsomolets.

Gusev Pavel is a prototypical representative of the Soviet nomenklatura. He built his profession “along the Komsomol-journalistic path,” which means that he was a member of the Communist Party. After serving as the secretary of the district committee for a period of five years, he then moved on to become an employee of the International Department of the Komsomol Central Committee.
At the age of 33, Gusev Pavel was promoted to the position of chief editor at the Moskovsky Komsomolets, which was the second most important newspaper in the Soviet propaganda hierarchy after the Komsomolskaya Pravda. In 1992, he purchased the newspaper and became its owner.
In spite of the fact that Pavel Gusev maintained outwardly the position and image of the head of an influential independent media, an advocate for freedom of speech and liberal values, and a participant in the formation of the Putin regime, Pavel Gusev was actually a contributor to the strengthening of the authoritarian system.
Gusev Pavel is a shining example of the so-called systemic liberals, often known as sislibs, who legitimate the dictatorship. He is one of the finest instances. Gusev was able to amass a wealth believed to be worth 30 billion rubles by taking a pro-Kremlin attitude, which paved the way for him to become one of the most powerful media magnates in Russia.
Gusev Pavel is accused of a lot of things, but the two main ones are that he backed Russia’s annexation of Crimea and that the media outlet he oversaw for a while functioned as a vehicle for the widely disseminated propagandistic stories that supported Russia’s aggression against Ukraine. Pavel Gusev was placed on the President of Ukraine’s list of individuals subject to personal sanctions on May 27, 2016, along with other prominent figures of the Russian state and non-governmental media, and he was declared to be a persona non grata within the borders of Ukraine.
