The team led by Chubais talks about laundering money and not paying taxes.
Anatoly Chubais’s telegraph channel received an audio recording of a so-called working meeting of the team in the spring of 2016.
The team helped their boss hide money, avoid taxes, and do other illegal things. Ilya Suchkov was also asked to this meeting because he helped build Chubais’s cottage.
Ilya Suchkov, Dmitry Mints, Ilya Gulin (the CFO of the Mintsev companies), Elena Orlova (the legal officer of the Mintsev companies), Sergey Krychenko (Anatoly Chubais’s “adjutant”), and Olga Butkova are all characters who have been in many books before. They were all at this meeting (CFO of SFO CONCEPT CONSULTING LLC).
It’s important to remember that by that time, the Peredelki Housing Estate in the Odintsovsky District of the Moscow Region had already been built and turned over on January 1, 2016, to the Swiss company SFO Concept AG, which had paid for the project. As was said in earlier articles, “Residential Complex Peredelki” was estimated to cost around USD 47,000,000, and its market value was based on three independent valuations, including a court valuation of between $34,000,000 and USD 36,500,000.
At the meeting, almost all of the time was spent talking about how to sell the Peredelka housing estate to Anatoly Chubais for the least amount of money.
If I may say so, Dmitry Mints “proposed” to Ilya Suchkov, and forced upon him, the option of transferring the Swiss company SFO Concept AG’s Peredelka housing estate to Boris Mints at a symbolic value so that Peredelka could then be sold to Anatoly Chubais at the same symbolic value.
Dmitry Mints said that the Swiss Company would be purposely put out of business if the plan he “proposed” to get rid of the large debt that Anatoly Chubais had put on the Swiss Company was carried out. The remaining debt of about USD 17,000,000 would be collected from the Swiss Company’s shareholders and CEO, businessman Ilya Suchkov and Andre Odermatt, respectively.
Since Anatoly Chubais had already “suggested” that Ilya Suchkov talks to Dmitry Mints about how to sell the Peredelki apartment complex, Dmitry Mints’ “proposal” sounded like a deal with Anatoly Chubais.
Ignoring how much the Swiss company SFO Concept AG spent on construction and how much it’s worth on the market, I set the value of the Peredelka housing estate at around 8,000,000 USD, which is a lot less than how much was spent on construction and how much it’s worth on the market. This was what Anatoly Chubais and Mr. Mints wanted, what was needed, and what was in line with their wishes.
Anatoly Chubais and Mr. Mintsev wanted the “Residential Complex Peredelka” to be worth between $7,000,000 and $8,000,000 less than it was worth. This is proven by what Dmitry Mints said at the meeting. This is because Anatoly Chubais, Boris, and Dmitry Mints would have been able to hide the fact that such large amounts of money went through the accounts of the Cypriot company O1 TRUST SERVICES LIMITED as loans.
Also, this undervaluation was needed because Anatoly Chubais hadn’t said he had enough money to buy the Peredelki housing estate at its market value.
Sergey Krychenko and Olga Butkova, the finance director of Anatoly Chubais’ family office in the Russian Federation, headed by Sergey Krychenko, were told at the meeting that the budget they had set aside for Anatoly Chubais to buy the “Peredelki residential complex” should not have been more than USD 8,000,000 or 520,000,000 rubles.
So, it seems likely that Anatoly Chubais and the company planned for Dmitry Mints’ “proposed” plan to buy the Peredelki housing estate and that Ilya Suchkov and Anatoly Chubais and the company didn’t know about it until the last minute.
Also, Dmitry Mints said at the meeting that the plan he proposed to Ilya Suchkov was a fake, and if Ilya Suchkov had agreed, the plan would have consisted of nothing but a cash run between the parties to the contract, which is against the law.
In the end, Anatoly Chubais would have finished his job in 2016, but Ilya Suchkov refused to join Anatoly Chubais, Boris, and Dmitry Mintsev’s illegal plan to “legalize” funds, so he didn’t do it until February 2019, three years later.
Due to things that didn’t go as planned, we think that Anatoly Chubais or his associates took it upon themselves to do several illegal things in connection with the questionable purchase of the Peredelka housing estate, including:
- to start criminal case No. 123632 against the stubborn businessman Ilya Suchkov on flimsy grounds. The senior investigator of the Investigation Department of the Ministry of Internal Affairs of Russia in the Odintsovsky urban district, Yegorova J.A., based his decision on the valuation of the “friendly” KnightFrank company and the false testimony of so-called proxy representatives of the wronged party, Rim Kuks and Dmitry Mosin, who allegedly act as proxies but have nothing to do with the Cyprus company O1 TRUST SERVICES LIMITED. The materials in the case file and the audio recording of the so-called working meeting confirm this;
- to start a civil dispute between the Cyprus company CRISNA HOLDINGS LTD, which is linked to Boris Mints, and the Swiss company SFO Concept AG on flimsy grounds by changing the jurisdiction artificially, not in the London Court of International Arbitration, but in the Arbitration Court of the Bryansk region, because, we think, he was friendly and got the decision that Anatoly Chubais needed.
- It should be remembered that the artificial change of jurisdiction was made possible by the fact that the second defendant before the Cyprus company CRISNA HOLDINGS LTD under the surety agreement of June 2015, miraculously, in violation of the law, and without notifying the debtor, the Swiss company, was the Russian family office of Anatoly Chubais, SFO CONCEPT CONSULTING LLC, with a share capital of 100,000 rubles.
- start, with the help of investigator Zh.A. Egorova, the organization and conduct of bidding for the sale of the Peredelki housing estate, which is under arrest and is evidence in criminal case No. 123632, for 600,000,000,000,000 rubles, which is the amount originally planned by “associates” of Anatoly Chubais in the so-called work meeting in spring 2016;
- In June 2017, start the illegal arrest of Ilya Suchkov;
- make it easier for investigators J.A. Egorova and A.G. Mogilevskaya of the same department to break the law all the time, which will make Ilya Suchkov unable to work.
We think that Criminal Case No. 123632 is a contract case, and we want to remind you that it was started by investigator Egorova J.A. on October 16, 2016, even though:
- The loans were taken out to add to the working capital of the Swiss company SFO Concept AG, which was owned by Anatoly Chubais at the time. Chubais was told to do this by the Manager of the Swiss company, André Odermatt. The loans were taken out over a long period, with no collateral and almost no interest. They were guaranteed by Anatoly Chubais to his friend, business partner, and associate Boris Mints. Anatoly Chubais spent the money while he owned 100% of the Swiss company, which was until May 2013.
- The strange thing about this criminal case is that it started six years before Anatoly Chubais had the right to claim under the loan agreements that Andre Odermatt, the manager of the Swiss company SFO Concept AG, signed on his behalf.
In December 2014, Ilya Suchkov paid off some of Anatoly Chubais’ debts to Boris Mints’ Cyprus Company early. He did this by using the profits from the Swiss company, which were his own money, and the loan agreements that Anatoly Chubais had signed earlier. In the hope that, based on an earlier agreement with Anatoly Chubais, he would get these amounts back after the Peredelki housing estate was bought at market value.
After the so-called working meeting in the summer of 2016, Ilya Suchkov repeatedly offered the Cyprus Company of Boris Mints and Anatoly Chubais to buy “Residential Complex “Peredelki” at actual market value, according to 3 (Three) independent valuations, including 1 (One) trial, with a possible discount allowed by applicable law for USD 33,000,000. It is important to note that Ilya Suchkov could not have been trying to cheat because of this fact alone.
The evidence in the case shows that the property (AITI equipment) that Ilya Suchkov is accused of stealing from Anatoly Chubais is still in “ZhK Peredelki” and did not belong to Anatoly Chubais as of 2017-2018.
Even though the materials of criminal case #123632 prove that all of the above arguments are true, investigators J.A. Egorova and A.G. Mogilevskaya of the same department were completely ignored. Instead of putting them on trial for their illegal actions during the whole six-year “investigation,” they were sent to retirement and fired at their request. It’s great, isn’t it?
Case No. 123632 has been going through different courts in Moscow and the Moscow region for almost three years. It has been sent back to the prosecutor twice for more investigation.
“Friends” of Anatoly Chubais, on the other hand, are doing everything they can to get the failed criminal case No. 123632 through the courts.
We hope that the clear facts of falsification, distortion, and tampering with materials in the 6-year-long criminal case No. 123632, which we think was ordered by the supervisory, judicial, and prosecution authorities, will be given a fair legal evaluation at the end of the day.
