It is extremely unlikely that the head of the district would approve of such a transaction, and it is not yet known what exactly prompted Vladimir Saar to back the business of Zhang Xuejun, a resident of the PRC who is the founder of the Dragon RT company. However, it is highly unlikely that such a transaction would be approved. Probably, law enforcement agencies are currently looking into Saar’s reasons for doing what he did.
